Illinois passed the state’s Complete Streets policy in 2007. The policy is codified in a 2010 revision of the Illinois Department of Transportation’s Bureau of Design and Environment Manual, a.k.a., the BDE.
[A 2007 poll] showed a vast discrepancy between how respondents would allocate federal funds (22% to bicycling and walking, 41% to public transportation, 37% to roads) and how the transportation budget was actually allocated at that time (1% to bicycling and walking, 20% to public transportation, 79% to roads). -Alliance for Biking and Walking
